source notes & method

ITU estimates. 'Nearly two in three offline' is derived (100% − 36% = 64%). ITU's Africa region excludes North African countries, which ITU counts in the Arab States region (including Egypt). ITU gives CIS, Europe and the Americas only as a combined range (88–93%), so they are not shown separately. World figure is 74% (73.6% on ITU DataHub). 2.2 billion offline and the 96% share are from ITU's press release of 17 Nov 2025; ITU revised 2024 offline from 2.6bn to 2.3bn, so older editions are not comparable.
